Serve as Executive Director and Principal Mortgage Broker, responsible for planning and management of the daily activities of the nonprofit regarding credit counseling activities, pre- and post-purchase homebuyer education, financial literacy/budget counseling, lending activities, and affordable housing production. Oversight responsibility for financial management, program performance standards, reporting and information tracking. Direct responsibility for staff supervision, program marketing activities, the development of affordable housing and for providing reverse mortgage counseling. Provide administrative support for bi-monthly board meetings and board committees. Develop partnerships with local government, lenders, realtors, and builders.

Florida Department of Community Affairs, (DCA) February, 1996–April, 2004

June, 2003-November, 2003 - Served as Acting Division Director for the Division of Housing and Community Development with oversight responsibility for the coordination and delivery of state and federal programs and supervision of 68 employees.

Program Administrator for the Small Cities Community Development Block Grant Program, responsible for the successful administration of approximately $60 million of federal funds annually in the areas of Housing Rehabilitation, Commercial and Neighborhood Revitalization, and Economic Development. My duties encompassed supervision of the daily operations of the unit, including directing and motivating 15 employees, ensuring accuracy and compliance with assignment deadlines, preparing annual work plans and evaluations, and establishing performance criteria. I was responsible for program and contract development and management, the preparation of annual legislative budget requests, policy development, public relations, marketing, and the coordination and development of procedures and administrative rules. Served as Advisory Council liaison. I also served as the Department’s Emergency Coordinating Officer, involving inter- and intra-agency coordination during natural disasters such as hurricanes and wildfires, terrorist activities and other catastrophic events.

My previous position within DCA was Program Administrator for the Housing Unit. I was responsible for the development and implementation of affordable housing policy, the coordination of the delivery of state and federal affordable housing resources and programs through establishing partnerships with housing providers, and the provision of technical assistance. I served as the staff director for the Affordable Housing Study Commission, a governor-appointed board whose mission is to encourage public-private partnerships and governmental coordination, promote research on affordable housing issues, educate the public and government officials on the benefits of affordable housing and develop strategies to address the housing, economic and social needs of Floridians.

As the previous Program Administrator for the Economic Assistance Unit, I was responsible for the administration of the Affordable Housing Catalyst Program, the Community Development Corporation Support and Assistance Program, the Federal Enterprise Community Program and the Revitalizing Urban Neighborhoods Program.

During my tenure at the Department, I received a special project assignment to work with Governor Bush and his staff on the Front Porch Florida Initiative. I was responsible for developing partnership relationships with State Agencies, Local Government Officials and community leaders to identify resources and secure funding commitments to finance comprehensive revitalization and economic development projects. Held public neighborhood meetings, provided direct technical assistance, and assisted the communities in identifying priorities for change and in developing a holistic blueprint for change (Neighborhood Action Plans). Analyzed data and evaluated performance outcomes.

Guaranty National Bank, May, 1994 – February, 1996

Hired as a Mortgage Loan Processor; promoted to Mortgage Loan Officer; promoted to Manager of the Real Estate Department. Responsible for the daily operations of the Residential Real Estate Department. Responsible for public relations and business development, promoting loan products and office productivity. Prepared and analyzed weekly “pipeline reports”. Made recommendations to the Board of Directors related to meeting bank goals and objectives. Examined the financial condition of potential mortgagors; analyzed loan requests; made underwriting recommendations to the loan committee. Provided explanations to the general public and real estate community on various mortgage products.

City of Tallahassee, Department of Community Improvement, September 1993 – February 1994

Hired as a Housing Assistance Supervisor. In this position, I worked with lenders, a community advisory board and local government officials to develop and incorporate non-profit lenders consortium designed to offer housing counseling, first mortgage loans with flexible underwriting guidelines, and second mortgage loans to assist with down payments and closing costs. Duties included chairing meetings with participating lenders, negotiating and developing consensus among lenders for standardized terms and working with the Community Development Advisory Committee and the Housing Trust Committee. Duties also included analyzing and underwriting loan files, and preparing City Commission agenda items.

Florida Housing Finance Agency, July 1990 – September 1993

Hired as Planning Manager; promoted to Community Program Administrator. As Community Program Administrator, I was responsible for planning, developing, administering and evaluating the Single Family Mortgage Revenue Bond programs. Developed administrative rules and procedures. Developed the Lease/Ownership Revenue Bond Program, the HAP Construction Loan Program, and the HAP Down Payment Assistance Program. Performed bi-annual audits of the Agency’s Servicing Bank (Kislak, Miami).

Southeast Bank, December 1988 – March, 1990

Hired as a Commercial Loan Officer. Responsible for public relations, business development, portfolio management and credit analysis (P&L, Balance Sheet, Cash Statements and Ratio Analysis). Concentrated on credit quality, portfolio growth, customer recruitment, public relations and cross-selling bank services.

Florida Department of Commerce, September 1986 – December 1988

Commercial Loan Officer/Financial Development Representative. Responsible for administering the Florida First Capital Finance Corporation (FFCFC). Responsible for implementing a formal 504 Lender Commitment Program within Florida, through fund raising efforts, with commitments totaling over $41million. Counseled businesses throughout Florida on expansion, job creation and financing options. Concentrated on business development, in-depth commercial loan analysis (P&L, Balance Sheet, Cash Statements and Ratio Analysis) and economic development options for expanding Florida businesses. Developed and implemented a statewide marketing strategy for business expansions utilizing the Small Business Administration’s 504 Loan Program. Marketing activities included personal solicitation calls to lending institutions, commercial realtors and community organizations throughout the State; marketing presentations to civic groups and professional organizations; and participation in conferences and workshops. Provided technical assistance and information to new and expanding businesses concerning available loan programs and financial alternatives. Analyzed and packaged loan requests and recommended loan disposition to both the FFCFC Board of Directors and the Small Business Administration. After resigning my position with the Department of Commerce, I served on the Board of Directors for FFCFC. Recipient of the Distinguished Sustained Achievement Award in 1987 ($500award). (Award presented to me by Governor Bush, then Secretary Bush.)
